Cajeme Villarreal es Director General de Análisis y Vigilancia del Mercado Eléctrico en la Secretaría de Energía. En esta posición dirige el diseño y la implementación de política regulatoria que rige al sector eléctrico en México. Asimismo, está a cargo de monitorear que el Mercado Eléctrico Mayorista opere en condiciones de eficiencia y competencia efectiva.

Previamente trabajó en la Unidad de Planeación de la Secretaría de Hacienda y Crédito Público, donde elaboró los Criterios Generales de Política Económica para 2018 y supervisó el cumplimiento de las metas fiscales del sector público para 2017. Otras posiciones en el gobierno federal incluyen: asesor de la Subsecretaria y del Secretario de Hacienda y Crédito Público, Director General Adjunto de Análisis y Planeación en el Servicio de Administración Tributaria, así como asesor y Coordinador de Asesores del Subsecretario de Transporte.

Norma Álvarez earned her bachelor degree on Laws at Universidad Iberoamericana in Mexico and her master´s degree at Universidad Carlos III de Madrid, Spain, on Environmental Policy and Management. She has an expertise on environmental and energy legal, regulatory and policy issues working on private and public sector.
On the private sector, she worked for Santamarina y Steta, a Law Firm as associate of the environmental group.
Regarding public sector, she has worked as advisor on the Mexican Senate and the Deputy Chamber. She has also worked for the National Commission for the Knowledge and Use of Biodiversity (CONABIO) as International Affairs Coordinator.
She is currently working at the Electricity Unit at the Energy Regulatory Commission as Deputy Director General of Clean Energy Certificates being responsible of designing the applicable regulation for the Clean Energy Certificates Mechanism as well as responsible of the implementation, managing and verification of the tracking system.

Héctor Beltrán es Ingeniero Eléctrico graduado con mención honorífica de la Universidad Nacional Autónoma de México (UNAM) con especialidad en operación y control de Sistemas de Potencia. Es Maestro en Ciencias por la Universidad de Illinois de Estados Unidos con especialidad en planeación y expansión de Sistemas de Potencia. Trabajó en la Comisión Federal de Electricidad en la Subdirección de Generación y en el Instituto de Ingeniería de la UNAM en proyectos de energías renovables. Trabaja en la Comisión Reguladora de Energía desde el 2009 ocupando diversos cargos y actualmente es el Director General de Confiabilidad y Expansión en la Unidad de Electricidad.

Héctor es profesor de asignatura en la Facultad de Ingeniería de la UNAM y ha dirigido tesis de Licenciatura (una de ellas ganadora del Premio Fundación UNAM – CFE de Energía en 2015). Asimismo, ha sido representante de México en el Programa de Jóvenes Líderes del Consejo Mundial de Energía. Ganador de la Medalla Gabino Barreda, máximo reconocimiento que otorga la UNAM al desempeño académico y ganador del premio al mejor egresado de Ingeniería Eléctrica en el 2004 otorgado por la Asociación Nacional de Facultades y Escuelas de Ingeniería.

Cuenta con una experiencia de 22 años en sector eléctrico mexicano en actividades encaminadas al desarrollo del marco regulatorio para la inversión privada. En México, ha impartido cátedra en la Facultad de Ingeniería de la UNAM, en la Escuela Superior de Comercio del Instituto Politécnico Nacional, así como en la Universidad Marista.
De 2009 a noviembre de 2014 ocupó el cargo de Director General Adjunto de Electricidad y Energías Renovables, fecha en la cual inició sus actividades como Director General de Redes Eléctricas Inteligentes y Calidad de la Energía.
Actualmente, se desempeña como Director General de Regulación Eléctrica en la Comisión Reguladora de Energía (CRE), donde inició sus actividades profesionales desde 1996. Asimismo, ha participado como expositor en representación de la CRE en diversos foros del Sector Eléctrico tanto nacionales como internacionales.

Marcos Valenzuela Ortiz received a degree in Electromechanical Engineering from the ITR of Tijuana (1979) and a master's degree in Electrical Power Systems from UANL (1992). Marcos has extensive experience in the area of analysis and operation of power systems and in the development and management of energy contracts. He has had substantial interaction with U.S. and Canadian companies in developing energy transactions for the Baja California electrical system. He has been working in the CENACE group in the implementation of the wholesale electricity market in Mexico.

With more than 23 years of experience in the Mexican energy sector, Hector Olea has actively participated in the promotion and development of renewable energy in the country. Since 2004, Hector Olea is President and CEO of Gauss, a business development firm specialized in the energy sector. Gauss activities are focused in the identification, development and structuring investment opportunities in renewable energy projects, which accounts for more than US$700 million in greenfield projects. Before, he acted as CEO of Suez in Mexico, where he led its transformation into a nationwide energy company. From 1995 to 2000, Mr. Olea acted as Chairman of the Mexican Energy Regulatory Commission (CRE). He is President of the Asociación Mexicana de Energía Solar Fotovoltaica (Asolmex) and Chairman of the Mexican Section of the Mexico-US Business Energy Council. He is an economist from ITAM (Mexico) and earned his Master and PhD in Economics at Rice University (US). In 1989, he was distinguished with the Banamex Economics Award.

Más adelante se sumó al equipo de Banco Santander, donde fue responsable de la estructuración de transacciones financieras por más de 5 años.

El perfil bancario de Ramón ha sido clave para Zuma Energía, pues ha supervisado la participación de la compañía en las subastas y en los procesos de financiamiento que permitieron a Zuma ser la primera compañía especializada en energías limpias en asegurar financiamiento para sus proyectos.

Actualmente es responsable de la obtención y estructuración financiera en Zuma Energía.

Since 2014, José María Lujambio coordinates the energy practice of the law firm Cacheaux, Cavazos & Newton, where he is a partner, from his office in Austin, Texas. His work with clients has included regulatory support to utility-scale renewable energy projects; enablement of qualified suppliers and traders to participate in the wholesale electricity market, negotiation of several kinds of energy procurement contracts, and advice in the midstream and downstream regulation of natural gas and refined products, for U.S. companies doing business in Mexico.
Previously, he worked for many years in the Mexican government. From 2009 to 2012, he served as General Legal Counsel of the Mexican Energy Regulatory Commission, where he was responsible for leading the implementation of Mexico’s 2008 energy reform, in the renewable energy and gas sectors. Also, from 2005 to 2009, he worked as an attorney within the Legal Counsel’s Office of Mexico’s President, concentrating on legislation and presidential rules, and constitutional affairs.
In the academic arena, in 2014 Lujambio obtained a Master of Laws (LL.M.) degree, with energy concentration, from the University of Texas at Austin. In 2013 Lujambio taught an Energy Law course at the Autonomous Technological Institute of Mexico (ITAM), where he had gotten his Law Degree back in 2002. Also in 2013 he coordinated the energy research and networking agenda of the Center of Research for Development (CIDAC), with US-AID funds. He also holds a Master of Fundamental Rights degree from the University Carlos III of Madrid, Spain.
Lujambio has published several essays and articles on energy regulation and constitutional law topics, and is a member of the Gulf Coast Power Association, the International Society of Mexico Energy, and the Mexican Lawyers Bar.

Mr. Díaz is Project Development Officer at the North American Development Bank (Nadbank), concentrated in the origination and closing of energy transactions. He has been actively participating with various stakeholders in Mexico’s energy reform, including consultation groups coordinated by SENER, CENACE and the CRE. Nadbank renewable energy transactions include more than 2 GW of generation capacity in the US and Mexico.

He currently holds the position of Operation & Maintenance Director of Enel Green Power Mexico, being responsible for the management of the 11 Enel Group plants in the country, of hydraulic, solar and wind technologies.

Throughout his career he is characterized by the development of efficient processes for the operation and maintenance of power generation plants. Also for the creation of strategies, procedures and the implementation of tools that allow adding value to the business.

Carlos stands out for the constant identification of new areas of opportunity, the implementation of adequate budgetary, administrative and operational management, always aligned with the highest international standards of security and energy management.

Prior to joining Enel Green Power, he was the Service Manager for Mexico of the subsidiary of GE Granite Service International, as well as Operations and Energy Efficiency Manager at CCC Iberdrola Energía Altamira (1036 MW).

Alammawi’s accomplishments include establishing regional setups, developing business infrastructure, managing operations, directing MENA expansions, and meeting sales growth and strategic market presence objectives. In this capacity, Mark has raised financing for over $5Bn worth of power, infrastructure and mining assets, and provides advisory in bringing equity to development & operating assets. On the solar side, Mark has closed on 5 utility scale solar financings in Mexico and Chile over the last threeyears. SMBC recently closed a financing in Mexico for Prior to relocating to Mexico, Mark was responsible for SMBC’s Project Finance business in Chile, where he was located for 4 years. Previously, Mark worked in New York for SMBC’s LatAm Project Finance team, and for the Energy team at BBVA covering North America. Mark holds a B.A. in Economics from the University of Chicago.
