Cajeme Villarreal es Director General de Análisis y Vigilancia del Mercado Eléctrico en la Secretaría de Energía. En esta posición dirige el diseño y la implementación de política regulatoria que rige al sector eléctrico en México. Asimismo, está a cargo de monitorear que el Mercado Eléctrico Mayorista opere en condiciones de eficiencia y competencia efectiva.

Previamente trabajó en la Unidad de Planeación de la Secretaría de Hacienda y Crédito Público, donde elaboró los Criterios Generales de Política Económica para 2018 y supervisó el cumplimiento de las metas fiscales del sector público para 2017. Otras posiciones en el gobierno federal incluyen: asesor de la Subsecretaria y del Secretario de Hacienda y Crédito Público, Director General Adjunto de Análisis y Planeación en el Servicio de Administración Tributaria, así como asesor y Coordinador de Asesores del Subsecretario de Transporte.

Cajeme Villarreal estudió economía en la Universidad Autónoma de Nuevo León, El Colegio de México y la Universidad de Chicago, donde se especializó en economía del sector público y microeconomía aplicada.

Norma Álvarez earned her bachelor degree on Laws at Universidad Iberoamericana in Mexico and her master´s degree at Universidad Carlos III de Madrid, Spain, on Environmental Policy and Management. She has an expertise on environmental and energy legal, regulatory and policy issues working on private and public sector.
On the private sector, she worked for Santamarina y Steta, a Law Firm as associate of the environmental group.
Regarding public sector, she has worked as advisor on the Mexican Senate and the Deputy Chamber. She has also worked for the National Commission for the Knowledge and Use of Biodiversity (CONABIO) as International Affairs Coordinator.
She is currently working at the Electricity Unit at the Energy Regulatory Commission as Deputy Director General of Clean Energy Certificates being responsible of designing the applicable regulation for the Clean Energy Certificates Mechanism as well as responsible of the implementation, managing and verification of the tracking system.

Mr. Toro has extensive experience in structuring and financing energy deals. Over his 18 year career, he has successfully raised and arranged an aggregate in excess of USD 6 billion of long term financing for infrastructure and energy projects in Latin America, Middle East and Africa. Juan Francisco began his tenure at Astris in 2005 by working on energy assignments and toll roads while located in Washington DC. In 2007, he was assigned to co-lead the Project and Structured Finance team of Dexia Mexico, before rejoining Astris in 2009 as a director focused on Energy and Social infrastructure projects. Currently Mr, Toro is leading several financings in the renewables sector in the region including the financing of a 350mw solar project in Mexico. Prior positions include Vice President at Taylor-DeJongh, where Mr. Toro advised on power and energy projects scattered throughout Asia, Africa, and the Americas, and a three-year tenor at Lloyds TSB in Colombia as a Senior Foreign Currency Trader in charge of managing the foreign currency position of the bank.

Mark Harris is responsible for SMBC's project finance business in Mexico. In this capacity, Mark has raised financing for over $5Bn worth of power, infrastructure and mining assets, and provides advisory in bringing equity to development & operating assets. On the solar side, Mark has closed on 5 utility scale solar financings in Mexico and Chile over the last threeyears. SMBC recently closed a financing in Mexico for Prior to relocating to Mexico, Mark was responsible for SMBC’s Project Finance business in Chile, where he was located for 4 years. Previously, Mark worked in New York for SMBC’s LatAm Project Finance team, and for the Energy team at BBVA covering North America. Mark holds a B.A. in Economics from the University of Chicago.

Gallego holds a degree in Physics from Universidad Autónoma de Madrid and Postgraduate in Physics of Complex Systems at the Universidad de Madrid. Matías Gallego has previous experience in R&D, engineering, counseling and consulting solar PV Projects. He has been involved at several levels in the development, design, implementation and maintenance of solar energy projects. From 2006 to 2009 he has developed his professional career in Isofoton, where he has held positions in the R & D, Construction of Facilities and Aftersales. From 2009 to the beginning of 2011 he has served as Technical Director of Isofoton Italy.
In 2011 he joined Langley Renewables, prior to the merger within Vector Cuatro group. He currently serves as Technical Manager for asset management services rendered by the Group worldwide.
